Obj: The fastest-restart habit — free kicks, throws, and kickoffs taken before defenses breathe: the culture where every dead ball is first a live opportunity (2.10's quick-restart law made identity). Field: Full half, varied restart spots. Equip: Balls (many, staged everywhere — the multi-ball infrastructure IS the session), cones, bibs. Org: Game play where every stoppage stages the choice: the nearest player scans IMMEDIATELY (the restart scan: is their shape broken? is a runner free?) and either plays NOW (quick restarts scoring double for 10 seconds) or raises a fist (the "set-piece" call — H-02/H-04's routines earn their stage only when quick says no). The habit's economics displayed: quick-restart goals vs. routine goals tallied across the season (both matter; the sequence — quick FIRST, routine second — is the culture). CP: (1) The whistle starts the scan, not the rest (the two seconds after stoppages are the game's cheapest gold); (2) quick needs a TARGET, not just speed (a fast pass to a marked man is slow); (3) the fist call is equally professional (quick-or-routine is a read, never a temperament). Prog: Referee-realism (some restarts held by the whistle — reading WHICH restarts allow quick, the rules literacy layer); opponents coached to delay legally (the dark arts faced, 2.12's awareness). Reg: All restarts quick-eligible; the double window widened. Mist: P: quick restarts into nothing for the bonus (the target law audits it); C: drilling routines so hard the quick option dies (the sequence protected — quick first, always asked). Time: Embedded in all game blocks + 10 min monthly focus. Out: Restart-scan habitual; quick goals appearing; opponents' set defenses starved of assembly time.
